If I'm surruptitiously fucking some guy in the dark back corner of a bar, then of course we're both as fully clothed as possible and the fact that we are fully clothed and having sex in full view of all kinds of people and no-one knows...well that's all part of the fun! Then there's the power imbalance between a naked bottom and a clothed top.
