To clarify, the bottom is wearing a condom on his dick, but is getting fucked raw. Obviously the condom is useless in this situation, and that's what makes it transgressive. It turns a symbol of safety into a display of senseless risk. There's also a possible element of dom/sub to it, in that the top can spill seed but the bottom can only receive it.
