Honestly not that much to say, it's discreet.

There is one gay bar, but this bar is definitely not a cruising place.

I would say the best way is to use Grindr (mostly no face).

Estonia , Latvia and Lithuania are still mostly gay shy, so many heterosexual message me on grindr but I don't deal with them, they are so obnoxius , they better do some soul searching cause I am not going to babysit a red flag, better use Grindr or planetromeo in there, mostly the same userbase with duplicate accounts, can be very empty at times and packed with tourists looking for horny fucking. I met a black guy in Estonia and he fucked my ass deep in the U11 Hotel , it has no staff, just cameras and some cleaning crew sometimes coming up.
