I was wondering what some of the ways people have encouraged their bottom to take their dick and move it from kissing/sucking to fucking, especially when there's some hesitancy.

Of course.  "Just the tip" is the oldest line in the book.  I used it on guys a lot when I was young (and meeting young, less experienced guys.)   Sometimes I meant it, sometimes I didn't.  Usually, what I meant was that I wanted to reach the tip of his intestines unless he 1) really was in pain or 2) not clean, which happens with inexperienced guys.
