What you're seeing isn't "chat". People are sending you private messages (more akin to email), whereas "chat" is like a group text for people logged into the chat room. So the problem isn't that you can't get into the chat section.
Rather, the problem is that you're a new member here (with only 9 posts to date) and you don't get private messaging privileges until you've participated a lot more than that. As you make more posts and replies, what you can do on this site will expand. (And in case you're wondering: no, there's no published "chart" that shows if you make X posts you can private message, or Y posts lets you react to posts, or whatever. That's to keep people from gaming the system.)

It's true that "Chat" (a live chat room feature) does not work properly - it's a third-party piece of software that isn't well supported and which is buggy in its integration with this site. But you wouldn't know people were trying to chat with you unless you were in the chat room - it's a self-contained world, and only people in the chat room can see what's being said there.
You're getting private messages, which are different - more akin to emails directed to you. It's just that you're too new on this site (in terms of participation level, not necessarily in terms of length of time since you created your account) to have access to sending private messages or replies to them. You'll need to make a lot more public posts, interacting with the forums in general, before that happens.
