I'm also having this issue, in latest windows version of Firefox, Chrome, and Edge. The date picker appears for a split second and is then replaced with just the YYYY-MM-DD placeholder. Placing a DOB over 18 in there such as 1950-01-01 results in the "This community does not allow registration by users under the age of 18" message.
