Problems with this site - pages not refreshing properly and showing duplicate lines

Over the past couple of weeks I've had terrible problems with this site where none of the pages refresh properly.  Most times I'm looking at the same line of text duplicated dozens of times.  It's impossible to navigate.  Anyone else having this problem? Can it be reported?  I'm using my android mobile/cellphone.
