Many of the studies now are without placebo, everyone gets Truvada. There was a fair bit of backlash from some of the studies that had placebos.

The online application is just as easy. It asks about 10 yes/no questions, your name, address, birthdate, and email address. As long as you don't have a federal or state government medication assistance (Medicaid, Medicare, VA, etc) and you have some out of pocket expenses related to the prescription (i.e. not covered 100% by insurance), you get to print out a card almost immediately. However, the requirements may/do change. I know when rawTOP looked into the Co Pay assistance previously, based on his posts, they wanted all kinds of financial information from his taxes. This was not the case for me. I had the card in 5 minutes.
