Many threads on same topic

Is there a way to prevent new topics from being posted when there is already an existing thread on it? 

Perhaps when filling in the title of the new topic a quick search can be done internally notifying the author that an existing or similar topic already exists?

Moderator's Note: The best thing I know for you to do is to report the new thread. A moderator can then merge the two similar threads.
