Anyone know if this is temporary or permanent and what's going on?

On the same subject, I bought a pair of made to measure rubber shorts years ago from a guy based near London Bridge, but cannot remember the name of the place or exact location. I remember it was near a market and he also had changing rooms and racks of ready made wear as well.

Would love a new pair that actually fit! Does the above description ring any bells with anyone?
