Some things to consider:

Consider shifting your mindset:  With you being a self-identified submissive, guys could expect the suck off is all about them and not about you.  Their expectation could be you need to drink their loads and figure the rest out for yourself.  Given you label yourself as submissive and guys' perceptions of what that means, some guys may not give you the choice of swallowing their loads because it is non-negotiable, even if unspoken.  That might be why you find guys expecting you to struggle but still taking their loads in your belly.  The reality is many submissive cock suckers swallow guys' loads so they may have that expectation unless you let them know otherwise ahead of time.

I think a good number of guys might perceive you not swallowing their loads as you wasting them, and they could be frustrated and not feel fully satisfied as a result.  Part of the thrill for guys could include them planting their seed in your tummy at the end.  This could be another opportunity to consider a shift in mindset:  If you are gonna suck cock as a submissive, you need to drink their loads and figure the rest out internally.
