Texting app

So I was just wondering if anyone has used the app Signal?  A guy from another site wants to chat there , but I'm wondering if it's like telegram or what's app..I hope this is the correct place to post, I don't want to get banned again. Just not sure where to post my question.

I use it with friends. It's a bit more secure than WhatsApp etc. Probably just a guy who values tech security

The guy said he wants to share a cock and show his gratitude financially. I'm not sure how I feel about that. Usually the scammers want me to use telegram.
