You can buy a portable rubber tube to attach to the water valve and you're in business. Otherwise, if in the city, try the gay/lesbian center. They have unisex individual bathrooms. Try an upper floor where there is less traffic. If you are really desperate, there is always the private public toilets, like the one near 17th/castro. The JCD units - I've never tried it, but might not be a bad option. I think they have running water...not sure...but you can always pick up some bottles at walgreens first.
