I hadn't heard of them before, but it looks like they are plugs where the thin part of the neck rotates.  Battery-operated, usually remote-controlled.  I've never owned one before.  I haven't been on a buying spree in a while, but I think they're sorta new.

As someone else replied, it's a buttplug with a rotating neck. I've got a few, but my all time favorite is my BVibe2 - it's a little pricey, but 100% worth it for what it does. YMMV, but to me there's no better way to warm my hole up for a dildo ride or a later in the day hookup than sliding my plug in and watching some porn.
