To clarify, it's usually not an entirely anonymous situation.  I can see where that might be unwelcome 🙂  I don't do baths or sex clubs often.

If it IS among a group where I don't know anyone, which frankly doesn't happen as often at this point in my life, I might talk to the guy but I wouldn't say I'm exactly giving orders/direction.

Unfortunately the Catholic guilt thing is still big here, particularly among older men (not ancient, anyone who grew up in the 80s or before).
