I have a fuck buddy that came out of prison back in April. He said they used spit soap or shampoo and lotion. So basically all available things but actual lube.

Prisons in my state in Australia have dispensers for condoms or lubricant to inmates. So accessing them is pretty easy for them. It's just their decision if they want to use a condom or not. Plus they get free health care in prison so if they get anything they get treated.

Never been in prison, but you can always wank the guy off and use his cum as lube, or get a mate to wank in a cup and use that. I've done both before.
