What makes you assume he got Hydrogen peroxide from hair dye? They sell it EVERYWHERE in brown bottles. I'm pretty sure lots of people use it as a mouthwash.

To be clear, the Hydrogen Peroxide in drug stores is a 3% solution. It still gets diluted from that mixture for some applications.
