It's a regional phenomenon, I've experienced it in Portland, Seattle, Vancouver and Victoria. I'm not from the PNW and have never been able to understand it, it was a complete shock when I moved from Denver. I'm just glad my job requires extensive travel, which has been mostly outside the region.
