There are several areas that are typically busy. If you become a regular, you’ll find them, and also be less nervous about getting to them after dark. 

Do you know why the court dismissed your cases?  Did they see it as a non-crime and blew it off to deal with more serious offenses?

Generally with cases like this, the cop doesn't show and it's dismissed. That happened to me with a low level weed possession charge in Chicago years ago. I was living in Boston though, so I had to buy a $500 plane ticket to fly in and out the same day. That sucked. I was young and didn't have much money.

Ok that makes a ton of sense, it's not worth the departments time to show up for that stuff. Looks like you paid upfront though for your troubles in Chicago

Another reason might be that the bar owner always had a little envelope waiting on the end of the bar every Friday afternoon .... the cops (at least back then) very seldom bit the hand that paid them.  Some wards (42nd, 44th, for instance) were more - ahhhh - "productive" than others, of course, but the cops almost never bothered a fuckjoint that paid them off every week.  Come to think of it, there was a library ... I mean "bookstore" called Mimi's - out on the NW side in a Polish 'hood, that was across the street from Oak Park, so well off the usual "beaten path", but it was always well-worth the drive to head out there for some FF (filthy fun).

Chicago has never been particularly well known for having the Andy Griffith sense of morality in law enforcement. Neither has NY or NJ.
