That is on Gran Canaria, which is kind of remote from Germany speaking region.

I live quite central in Berlin and really thought about starting private Biohazard Parties. I see a problem though in the behavior of people. Some visitors take this is „anything goes“ moment and powered up by drugs they forget everything. I don’t want an incident in my own apartment. 
Do you think that a strict - no drugs - biohazard breeding party would work?

A private BHZ party would absolutely work, but it would need to be an "invite only" party with people whom you know or someone else vouched for them. Depending on the size of the apartment, you may want to restrict the number of people and also charge a fee. Whoever is serious about the party would not mind paying up for the maintenance of the apartment, including cleaning after the party, provision of supplies like lube, paper towels, etc.  Also, you may want to keep the ratio of tops to bottoms of 3:1. More versatiles the better, but even the versatiles would want their holes filled up. 

There used to be a guy who organised private parties in a nice apartment close to Tiergarten. He would have some 10 bottoms and 30-40 tops. I would pay 100 euros for the upkeep and parties would run from Friday afternoon to Sunday mid-day. Strictly no drugs. The invite would go out a month before and the fee was payable on registration. Usually, you would get a few more bottoms and a few less tops, but overall the vibe was awesome. 
The only "drawback" was that most people were normal people with normal bodies and of all ages. But the goal was for the bottoms to get as many loads as possible, and leave the tops plenty of time to recover between fucks. 

They did have beer and drinks available, but everyone understood that the main goal was to have a good time. 
The guy had a few rules: bottoms can't refuse any top, Tops can't refuse a willing bottom unless they were resting. Cleanliness was appreciated and no piss unless in the bathtub. Clean after yourself and everyone helps tidying up the place. He had a terrace where people could smoke but respeect the neighbours. Music was moderate and loud noises were not encouraged. 

So, yes, it does work if you set it up smart from the beginning. And the 100euro fee was enough to discourage the no-shows and ensure everyone had a good time. 
I've only been three times, but each time I had a great time.
