For those in the US: remember the Prohibition and how well it worked? It did not. People will find ways around that and as @sluttony wrote: education is the better way forward here. Hands up who never ever managed to get hold of your parents porn video tapes. Yes, they were 'well hidden' but you found them. Same goes for porn sites: kids will find them. If you really want to protect your kids: ban Trump, Farage and the rest of the ultra right politicians we got these days.

Have you considered to use the TOR network? It would be quite interesting to see if China blocks that completely. It works well for me to connect to here

The Online Safety Act was conceived by the previous Tory government, dating back to May when she was home secretary if I recall correctly. But you are right, Labour could and should have stopped it. The idea of banning VPN as such is as good as the idea of banning and switching off the internet: yes, you can do it but at what cost? Even China does not ban VPN as such. The same goes for this 'banning encryption' or 'we need full access to encrypted data': that is the end of online banking, shopping, delivery services, flight/train/coach booking, in short: any kind of e-commerce; and could well bring the UK banks down as no non-UK bank will trade with UK banks any more. That said, the UK was stupid enough to not only vote for Brexit in 2016, but also confirmed their wrong decision and elected Johnson in 2019 'To Get Brexit Done!'. So, the governments in power were elected by the populous and thus represent 'the will of the people!'. There were and are alternatives but people decide not to use them. Given the current trend, the next government could well be the ultra-right wing Farage, unless people finally wake up and kick these racists and frankly often fascists out of the country. I doubt that will happen though.

There is more to come. The UK government is currently debating a ban on VPN: cybernews.com/security/vpn-wikipedia-uk-online-safety-laws/ If that becomes law, that will be interesting. Also: "While interest in VPNs surges, Ofcom reminds that platforms must not host, share, or permit content encouraging the use of VPNs to circumvent age checks." From the above link. So this whole thread is enough to cause trouble already. Oh, before I forgot: Wiki is also in the firing line. There is actually an online petition about to petition "repeal the Act has racked up over 280,000 signatures on the official UK Parliament site, most of them in just the past week." Go and sign it!

That is correct. That said: I am using TOR per default and it is not often I get this 'Red-State' page. Depending on my mood, I simply wait until the exit points rotated, or simply restart TOR. Either I am lucky, or I am not using this site often enough, it is not often that happens. The problem with commercial sites is: do you trust them? I don't, per default.

I think there is a bit of confusion: TOR is what the user needs to do, that is you and me, not the site-owner. The site-owner is fulfilling the legal requirements but users from the UK still can access the site. That is similar to the already suggested use of VPN but not a company as such behind it. The only problem arises if and when the site-owner blocks TOR exit points, as some sites are doing and more and more seem to like that idea too. So everybody should be happy. That works until the UK requires all users to be vetted for age but then, they should do that for X, Insta, Facebook... as well. Again, legal disclaimer, I am not a lawyer.

I am not a lawyer but given that TOR is legal to use in the UK the answer most likely is yes. TOR is free to use and a VPN. You can use the TOR browser and you should still be able to access the site (unless the exit point happen to be within the UK, or any other state blocking BZ). In reality: seeing what the Trump administration is doing, I guess it is only a question of time until TOR is no longer safe to your. But then: people voted for Trump, and people voted for Brexit, and a few other bad things ....

As far as the UK goes: write to your MP, make them aware of the monster the previous right-wing government has created, start a petition, go out and demonstrate. Use your civil rights to protest. All the outrage here is an echo-chamber unless parliament gets heard and acts. Don't make the same mistake as quite a large number or voters did in the 2016 "referendum" and think: oh, it will be all right.

To add to this: VPN = Virtual Private Network. Basically you are running a tunnel between your computer and the VPN endpoint. You can pay for that, if you trust the company you pay, or you can use the free TOR web browser which got all of that build in: torproject.org I prefer something people like Snowden etc. are using before I pay a company to spy on my data. Labour or any government can jump up and down, wave their arms and shout as much as they like but apart from maybe getting fit, or not, VPN has quite some legitimate use. Cloud providers are using that between their data centres, so do banks, NHS, all big cooperative companies which are working on multiple sites. So chill, that will never happen. The technology is there and is being actively used (see the TOR project). As long as the site does not block the TOR exit points, which would be highly counter productive for them, there is a way to access the website. After all, the Chinese people are doing that for years. So think about it.

The question is would using a TOR browser help? After all, the internet has been designed for a specific purpose which was a military one (ARPANET). Also, @rawTOP, do you happen to have a URL for this by any chance? Does anybody happen to know if the EU plans similar things?
