Incest laws primarily exist to discourage inbreeding. If procreation is impossible, for whatever reason, society wouldn't have a compelling need to intervene. But it's still illegal because of the "ick factor." Likewise, ages of consent exist to protect the child and it's an inexact science. Maybe some young teens are sufficiently mature and maybe some above the age of consent can't. Personally, I could handle sex when I was 10 but informed consent is more than that. If an older relative, teacher, etc. wanted to play with me, I wouldn't have wanted to. But would I have enough agency to say no? And if I gave in, would I have been messed up? I've always felt there were a lot more priests, scout leaders, teachers, etc. involved with kids but in many cases the kid didn't report because (s)he wasn't emotionally damaged.
