You can play the video on a VLC Player. It has a button that is camera shape on it. You can click the camera to take stills from the video that are good quality and no need to convert.

Just stop the video and do a screen capture. On the Mac that's Command+Shift+4 and then you drag a box around what you want captured. But as ShotsFired mentioned, there are players that will do it as well.

For the Windows crowd.... Windows 10 has a built in capture utility as well... called Snip & Sketch..  It is found right on the Start Menu.
