I'm not medically trained, only experience over the years. Yes. It's because the foreskin keeps the Cockhead from touching the clothes. A Cockhead rubbing around on fabric for years can desensitize the rim of the Cockhead, and it can take longer for the Cock to shoot it's Sperm. When sucking, I've needed a lot of saliva to keep them lubed, and this can dry up if some take a long time. I also have to use a lot more sucking/wanking techniques to find what gives them pleasure.
