I think your conclusion is probably correct.  Based on stated statuses on most of the hookup sites, it seems like most tops (and bottoms) are either on PrEP or UD+.

You are correct. It is harder to get HIV through oral but it’s easy to get an STD/STI through oral. 
But anal, I believe, is the easiest way to get most diseases.
