Not necessarily. Cheating is, by definition, the breaking of a rule or rules. One can have an open (ie non-monogamous) relationship that nonetheless has rules, and breaking those rules is just as much cheating.

In such a closed polyamorous relationship, sex with an outside party (beyond those in the relationship) would be cheating because it violates the "closed" rule of the relationship.
