Ideally, yeah, that's a good ratio in theory. However, there's always one or two bottoms who are the champs and every top wants to fuck them. And they get the bulk of the loads.  But yeah, I agree, 2-3 bottoms for each top would be great. Assuming that tops are not fussy either and they go fucking whatever hole is close by.
