Like Sfmike said: if you click on this icon you have the choice to go to your inbox then. On the left side there is the possibility to enable (or disable) the messaging feature.

If you enable it, you can write PM to others and they can reach you too.... 

Your setting is obviously on 'disabled'  (like the posting on your personal page is also restricted) which is totally fine.... if you sort the things out. Write me a PM.
