Who determines when one is ready for sex?  I believe it is likely there are individuals younger than age of consent laws that are truly emotionally and physically available for sex.   I also believe that for most who were were not ready.  All sorts of beliefs and norms that one grows up with are composed of a broad range of factors.  I've met some otherwise well adjusted individuals where sexual association by an older individual in their youth had no adverse impact on their lives.  I think if initiated by the youth, they're likely ready.  But when we're looking back in time, how can it be proven without a doubt who that person is.  Thus we need the imperfect metric of age.  

Age of consent should be whenever the person is able to sign contracts.

This is one I struggle to answer. I "feel" it should be younger then it currently is, but at same time, can't argue that it should be lowered. Which means to me I probably shouldn't be the one to decide.

Implications: 

This prolonged development period means that young adults may still be experiencing changes in their decision-making abilities and emotional regulation during their early twenties.

That's a data driven, but likely unpopular, as well as unfeasible choice. The economic, social, and political impacts would be staggering.

I respect how you got there and why, it just seems a really tough sell.

Personal experience and opinion is that there should be some formal Sex and Consent Education that is rolled out available at age 12 (or earlier) and then 13 as for a lot of us sex at that age was pretty much on or spoken about heaps among peers.   That said, I think the current 16 (most places) is also fine, but some of the younger get into trouble, and of course I don't want to seem like a hypocrite when I started having sex well before 16.

Let me start by pointing out the obvious difference between theory and practice: homosexual acts have been illegal for centuries but still there was lots of gay sex. The same is true for the age of consent: boys will have sex as soon as they feel they're ready, no matter what is stated in the law.

Scientist have found that sexual orientation is determined between the age of six and  ten, after that the corresponding brain areas don't change anymore. You can easily find out which of the boys are gay by monitoring their brain activity with EEG while you show them pictures of naked men and women.

While half a century ago boys didn't hit puberty before the age of fourteen or fifteen minimum, nowadays they seem to be younger and younger, some having their first ejaculations around the age of ten or eleven. A lot of those boys have sex, most of them ill-prepared, because their parents think their 'lil sunshine' is still way to young for 'the talk'. This can lead to all kinds of repercussions, among which infection with HIV or other STIs.

Gilead's Truvada is FDA-approved for HIV PrEP in persons who weigh at least 77 pounds (at least 35 kg), which is the average weight of a ten- or eleven-year-old boy.

So here's what I'd do: test all boys at age ten, find out who's gay, put all gay boys on free PrEP, give them gay sex ed telling them all they need to know about basic techniques (kissing, wanking, sucking, fucking, rimming, felching etc.), show them how to clean out their asses and then let them decide for themselves at what age and with whom they want to have sex. If they want to wait till they're adults, then that's fine. But if they don't want to wait, at least they'll make informed decisions, know what they're doing and not run the risk of catching anything...

But since I had my own cherry popped at the age of ten, I'm probably not altogether free from bias...

Please refer me to the studies. If this method were reliable, i.e. it accurately predicted adult sexual behaviour in the absence of indoctrination during adolescence, it could indeed revolutionise sex education and training.

If it had no side effects, I might agree. I would rather advocate screening and limitation of partners. And the HPV vaccine should be mandatory for everyone.

If the age of consent were more realistic, taking into account what age they actually do start having sex, the minimum age would be much lower.
