First, a cumdump has to have a clean hole.

I would also say that when a bottom doesn't care who breeds him, he's a getting to be a cumdump, when all he wants are loads, any load.

Depending on how one defines "a cumdump", that can be one night of debauchery every x number of days, or a habitual, daily hunt for loads, to the detriment of everything else in the cumdump's life.  When one gives one's life to cumdumpery, it's an all-consuming behavior - usually best achieved with a "sponsor" (someone who enables the behavior by taking care of everything else on behalf of the cumdump).  

Every guy is different in some ways, but when a bottom begins to think of taking loads as a necessary daily act, not merely a desired act, he's well on his way to cumdumpery.
