Creating a "full" condom would be difficult, in that even a huge load would only fill it partially, and the load has to be preserved (usually via freezing it).  Taking it out, shooting another batch in, re-freezing, all of that would become really cumbersome.  Easier to make new ones, and then thaw out the ones you need for a scene, and keep the rest waiting their turn. 

Of course, keeping the "production line" moving will prove the most productive, if you really love this kind of play.
