    Not making a mess of these places is an important thing. If men trash the parks and other cruising spots they will get shut down. Particularly dangerous things like needles or broken bottles need to be cleaned up. But also obvious sex related items like condoms (shouldn't use them anyway!), lube packets, etc. And definitely anything drug related. These are the things that piss off the 'normal' people. Those people are the ones that will complain to authorities and get places shut down or trigger police to run 'sting' or crackdowns to arrest people. Ideally nobody who isn't involved in cruising should have any idea what is going on if they happen to stumble across these locations. Don't leave evidence behind. Clean up after yourself, and if possible anyone else.
