Many states in the US have "Romeo and Juliet" laws. So a 15 year old fucking a 17 year old can't be charged. Personally I think it should be 16 (with above mentioned Romeo/Juliet exceptions). 18 seems too high. 21 for sure is too high. But coercion is an issue.
