I was ashamed to say that I was a COVIDit  couple weeks ago. Cooping inside initially really made me edgy and incredibly horny all the time as I suddenly found myself got lots of time with nothing to do other than watching porn and chatting with people online. Two things: one, my PrEP doc has been "encouraging" all of his patients to continue taking PrEP and not to shift to a 2-1-1 or to stop altogether. In conversation, he mentioned  clients who'd stopped their PrEP for the run of the pandemic, "cracked" under the isolation, hooked up, and both felt guilty and were afraid they'd gotten HIV. He said the worst thing would be to have COVID and an HIV infection. I understood his point. We need touch and interaction, some more than others. There are going to be people who despite their best intentions, break down and have sex. 

Two, that's different than people who've said "fuck the pandemic" and decide to fuck around anyway. While both are examples of being human, I'm sympathetic to the former, and not so much the latter.

Sadly, you have answered your own question. Not until we find a vaccine, at least as far as the risk to us as individuals. As far as the risk to everyone (i.e. the risk of the pandemic going exponential again), that kind of depends on how much sex you normally have. If we are being successful in keeping the number of infections steady or dropping with a particular set of practices and level of interpersonal exposure in everyday life, then it's reasonable to assume that we can also have sexual exposure to that same degree without unduly increasing the danger of the virus... "going viral", if you take my meaning. But it's important to remember that the number of confirmed cases in the USA is still less than 0.3% of the population. Even if there are 10 times as many asymptomatic cases as confirmed ones, that still means 97% of Americans haven't been exposed yet. And that's the worrisome part.
